IN MY OPINION: DUMAGUETE

Best all around area that I've been to in the Philippines. No reallu huge animals BUT probably the best macro and little critter biodiversity anywhere in the region except Lembeh Straits in Indonesia. And it's a lot easier and cheaper to get here.

Apo reef, 10 miles away, has great coral and fish life and is very very similar to Sipidan's reefs without the big animals.  Diving is very easy and almost all above 60'.   If you're a photographer of any level you'll totally enjoy Dumaguette.  I've been there on two trips now and will go back a lot more.
