IN MY OPINION: The Philippines has extremely good diving, but don't expect to see the big animals (and the frequency that you encounter them) that you see in other areas like Micronesia. Yes, there are schools of barracuda, jacks, and even occasional sharks, but most of the diveistes we've seen I'd rate among the best in the pacific for sheer beauty, abundance of reef fish, and very unusual critters.

Add in to this the Philippines has such a wide range of non diving activities and shopping opportunities along with some of the friendliest and most accommodating people anywhere I've ever traveled.

What's absolutely GREAT is that you can go to almost any destination  there from Guam on the same day, and in cases like Puerto Galera, Anilao, and Dumaguete, you can dive that afternoon.
